Position Summary: We are looking for a qualified and experienced individual to join our Capital and Service Development team who under general supervision, will administer the agency’s grants and coordinate the agency’s capital projects.
Characteristic Duties and Responsibilities are as follows:
Research, analyze, and review a variety of complex funding opportunities and their related compliance regulations. Serve as the agency representative with grantor agencies and the primary project coordinator for major agency projects that are funded with grant and/or local dollars. Oversee and facilitate agency change to ensure compliance with all state and federal requirements for contracts, grants and civil rights programs. Oversee financial reporting of project records. Responsible for the preparation, review and monitoring of grant development, implementation, audit preparation and project management.
Works with the Director and assists with developing and maintaining a long-range view of project possibilities. Responsible for translating the long-range view into the planning of grant and project funding and ensures that elements of the Transportation Improvement Program (TIP) are in place and ready to be adopted by the agency and governing bodies.
Provides oversight and tracks existing grant and locally funded projects and budgets to determine priorities for amendments and revisions for all capital contracts. Advises the director on requirements for successful management of projects and provides strategies to ensure success. Ensures that agency programs comply with regulatory requirements and cooperative relationships are maintained with the regulatory agencies. Researches and informs director and co-workers of changes to policies and procedures related to the civil rights programs, the drug and alcohol programs and other mandated compliance programs.
May prepare documentation for complex professional procurement activities and may serve as a consultant to other departments in the areas of contract work including but not limited to creation, management and procurement.
Works with the director to assess and address risks, project planning, selection of architects, engineers, contractors and consultants for capital projects. Coordinates environmental review, facility design, procuring of permits, project research and management.
This position reports to the Service and Capital Development Director.
Salary Range: The range for this position is $6919 - $9304 per month, commensurate with experience. With rare exception, initial appointments are usually made at Step 1 ($6919). Employees typically progress from Step 1 to Step 2 at six-months from their hire date and annually thereafter with satisfactory job performance. Step increases are based on a seven-step progression in each pay range with each step being approximately 5% higher than the previous step.

This position participates in the Washington State Public Employees’ Retirement Plan with the option of participating in a state administered deferred compensation plan. Employees receive a generous general leave accrual and 11 holidays pro-rated based on the number of hours worked per pay period up to a maximum of 80 hours per pay period. Kitsap Transit also provides employees and certain dependents with a free transportation pass on Kitsap Transit.
Hours of Work: Work is conducted during regular business hours, Monday through Friday.

Education and Experience: Bachelor’s Degree in Public or Business Administration, Communications, or Transportation. Four years of increasingly responsible project coordination experience with demonstrated application of knowledge of federal, state and local regulations for public entity grants, procurements and real estate acquisitions or similar work; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job as listed.

LICENSES AND CERTIFICATIONS:
A valid Washington State driver’s license within thirty days of hire.
Working Conditions/Physical Requirements:
Positions in this class typically require dexterity of hands and fingers to operate a computer keyboard and other equipment, grasping, feeling, talking, hearing, seeing and repetitive motions. Work does require some project site inspections, which may require stooping, crouching and walking on uneven surfaces periodically.
Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
Occasional evening work and travel required.
